Who We Are

Johnston Blakley
President
Johnston Blakley is the President of On Track Investigations Inc. He started his private investigative career in 1995 and worked for several agencies that specialized in insurance defense and Workers’ Compensation cases. In 1999 Johnston realized his vision of starting his own private investigation agency, On Track Investigations. After three years of hard work and driving from case to case across the State of Florida, Johnston was able to start hiring and training investigators. This includes his wife Dana Blakley, who joined On Track full time. Over the years the two have worked to build the agency to 42 employees. Johnston believes that, “Every OTI employee has built this company through skill and perseverance one case at a time.”

Johnston has always been particularly interested in the most challenging, difficult, and unique investigations. He often speaks at industry conferences about techniques and technologies to achieve successful outcomes.
Dana Blakley
Vice President
Dana Blakley is the VP of On Track Investigations, an established private investigative agency servicing the State of Florida since 1999. She manages a team of 42 support staff and investigators strategically hired to cover investigations in every cranny of our great state. Her goal is to provide and the highest quality investigations in the industry. When asked about her favorite part of the job, Dana answered, “I love the fact that every claim is different from the one before it. The nuances and complexities challenge and keep me interested. Our business model lines up with my personal ethics and love for justice.”
In 2008, Dana, along with the Florida Association of Licensed Investigators, lobbied in Tallahassee to hold a higher standard for Private Investigators. Her dream was to have education for investigators prior to licensing to encompass exposure to Chapter 493 and very important laws, such as stalking and reasonable expectation of privacy. The professional association was victorious and was consulted to “weigh in” as to the curriculum and other important aspects of how it would work.
Dana and Johnston were asked to author and form the first online school, founded in 2008. To date, they’ve have had the privilege of training over 2,500 private investigator interns. The school is dually licensed by the Florida Department of Education and the Florida Department of Agriculture and Consumer Services, Division of Licensing.

Stephanie Consuegra
Surveillance Case Manager
Stephanie is a customer relations professional with over 10 years of experience, serving in roles of accountability and leadership. She is committed to building long-term relationships with customers, facilitating positive experiences through high-quality customer care, and providing prompt resolution to client needs. Stephanie has a reputation for being a problem solver with strong self-motivation, technical skills, attention to detail, and commitment to job quality and excellence. She has a high level of expertise in all things technical, including utilizing investigative software programs, processing video footage, and searching private and public databases to support the investigations that she is managing.
Stephanie currently resides in Florida with her husband, daughter, and dog.
